With his exemplary roster of awards and citations in the field of management and public service, Vice Gov. Ato maintains his image as the man who turns hindrances into challenges, and goals into achievements.
A recipient of the Prestigious Outstanding General Manager for four consecutive years, he was inducted to the Hall of Fame by the National Electrification Administration for his exceptional management and pioneering innovations for the Camarines Sur Electric Cooperative where he served as the General Manager in a span of only five years.
Raised by a family of humble circumstances, the young Ato Peña was nevertheless abundant in guidance and inspiration. He finished his Bachelor’s degree in Accountancy and Masters in Public Administration at the University of Nueva Caceres in the City of Naga to return some 26 years later in 2008 to receive the Diamond Achiever Award, the highest accolade bestowed upon an alumnus for the honors that the student has brought to the school. In 1991, he pursued further post graduate studies in the field of Management at the International Management Center at the University of Texas in Austin, USA. In 1996, he underwent a training program for the Creation of Supportive Environment for Small Entrepreneur on Rural Tourism at the Golda Meier Mount Carmel International Training Center in Haifa, Israel.
Ato Peña served as the Vice President of the Philippine Postal Savings Bank, 1994-1996; Camarines Sur Provincial General Services Officer, 1997 to 1998; Chairman of the Management Committee of the Baao Community College, 2008-2009 and the Camarines Sur Provincial Budget Officer.
As the Executive Director of the Presidential Commission on Bicol Tourism from 1996-1997, Ato Peña laid the groundwork for the subsequent boom in the tourism industry of the Province of Camarines Sur landing the once obscure province frequently wrecked by typhoons and among the poorest, to the pinnacle of Philippine tourism, outshining the likes of Boracay and Cebu.
A man of dedication and untarnished reputation, Vice Governor Fortunato “Ato” Peña embarks on his new undertaking as the presiding officer of the legislative branch of the Province of Camarines Sur. Armed with a whole new perspective for the progress and development of the province, this youthful and energetic leader is focused on delivering substantive advancement in the province through innovative ideas and unconventional approach that will mark a new era in local legislation.
